Историк и педагог. Учился в Колумбийском университете [Columbia University], там же в 1885 получил степень доктора философии [Ph.D.]. С 1886 преподавал в Колумбийском университете. Даннинг писал и выступал с лекциями на исторические и политологические темы. Выступал за объективное изучение периода Реконструкции Юга [Reconstruction]. Негативно оценил деятельность радикальных республиканцев [Radical Republicans]. Выдвинутая им концепция Реконструкции стала господствующей в университетской науке США. Проявил свои независимые суждения уже в первой работе "Роль Конституции США в Гражданской войне и Реконструкции (1860-1867)" ["The Constitution of the United States in Civil War and and 1860-67"], вышедшей в 1885. В области политологии известен как автор трехтомного исследования "История политических теорий" ["History of Political Theories"] (1902-1920). Среди других трудов - "Эссе о Гражданской войне и Реконструкции" ["Essays on the Civil War and Reconstruction"] (1897) и "Политические и экономические аспекты Реконструкции" ["Reconstruction: Political and Economic"] (1907), вышедшие в серии "Американский народ" ["American Nation" series].
